Türkiye has formally nominated Feridun Sinirlioglu, the Secretary-General of the Organization for Security and Co-operation in Europe (OSCE), as its candidate to become the next UN Secretary-General. The nomination was made on Friday, October 30, 2026, after the latest UN Security Council straw poll ended without a clear front-runner, Anadolu Agency reported citing Turkish Foreign Ministry sources.

The move adds a candidate from a Muslim-majority country to a race that must produce a successor to António Guterres, whose term ends on December 31.

How the nomination was made

Türkiye’s Permanent Representative to the UN, Ahmet Yildiz, delivered a nomination letter from President Recep Tayyip Erdogan to the presidents of the General Assembly and the Security Council. In the letter, Erdogan pointed to Sinirlioglu’s more than four decades in diplomacy and said he had the experience and the culture of consensus needed to lead the organisation. The UN-focused outlet PassBlue also reported the formal nomination, noting that Ankara cited the stalemate in the straw polls.

Who is Feridun Sinirlioglu?

Sinirlioglu is a veteran Turkish diplomat. He briefly served as Türkiye’s foreign minister in 2015 and later represented the country at the United Nations in New York. In 2023 he was chosen to lead an independent assessment on Afghanistan for the UN, and he currently heads the OSCE, Europe’s largest regional security body.

How the Secretary-General is chosen

The Security Council holds informal straw polls to test support for each candidate. A candidate needs at least nine votes in the 15-member Council and no veto from any of the five permanent members: the United States, China, France, Russia and the United Kingdom. The Council then recommends one name, and the General Assembly usually appoints that person.

Anadolu listed several other declared candidates, among them Rebeca Grynspan, Rafael Grossi, Macky Sall, Michelle Bachelet and María Fernanda Espinosa. Earlier this month we also reported on the UAE’s announcement of Lana Nusseibeh’s bid.

Why it matters for the Muslim world

No Secretary-General has come from a Muslim-majority country since Egypt’s Boutros Boutros-Ghali, who served from 1992 to 1996. With conflicts in Gaza, Yemen, Sudan and the Gulf dominating the UN agenda, many governments in the Muslim world want a stronger voice at the top of the organisation. Türkiye has also been active in regional diplomacy, including the Makkah Alliance talks with Saudi Arabia and Pakistan and OIC discussions such as the recent Baku meeting on the Makkah anti-corruption convention.

Still, the outcome depends on the five permanent members, and late entries can either break a deadlock or split support further. The coming straw polls will show whether Sinirlioglu gains ground.
