Iraq declared IS defeated in 2017 with support from the United States, while Kurdish forces dismantled the group’s last territorial strongholds in Syria by 2019.

Despite the military defeat, thousands of suspected IS fighters and tens of thousands of their family members remain in detention camps across northeastern Syria.

In Iraq, where prisons are already overcrowded with terrorism suspects, courts have issued hundreds of death sentences and life imprisonment terms, including against foreign fighters. Iraq’s judiciary has confirmed that legal proceedings will be initiated against detainees transferred from Syria.

Officials said a high-level coordination committee — involving the justice ministry, air force and counter-terrorism forces — has been set up to oversee the operation.
